Abstract

The cement industry has a great importance for increasing the rate of economic growth, through its positive impact on the national economy, and the ability to create job opportunities, also reduce competitive costs within the country. This research attempts to study and evaluate the Bazian Cement Factory project by identifying and diagnosing the obstacles facing this type of project and then benefiting from them in encouraging and attracting local and foreign investment. As well as the results of the research through the project data and despite the weak infrastructure and administrative and political obstacles for investors, the current factory will contribute to covering the local need and reducing the cost in the local market for consumers in the region. Therefore, it is necessary for the Kurdistan Regional Government to work on developing appropriate trade policies to encourage local investors to set up projects and operate their investments in the region, by increasing incentives and tax exemptions and supporting them through the establishment of private banks to finance industrial projects.
